Everyone can "Sent As"

We have a brand new Exchange 2003 environment. In Outlook 2003, any user
can go to the "From" field and enter anyone form the Global address list in
there, and they can send emails as anyone else. No delegations has been set
yet. This is a security concern and I was wondering how to prevent that
from happening. We'd like everyone to be be able to send as themselves
only, unless they've been specificallly given the permissions.

See replies in the Exchange group you also posted to (which is actually the
better group for this, as it isn't an Outlook issue). Please don't
multipost - if you need to post to multiple groups, it's best to crosspost
instead, by posting a single message to a handful of relevant groups
(separate the NG names with commas) so that everyone can follow the thread.
