from the computer %2 that believes that it is the master

This is normal in a non-domain environment with the Browser service. It's
the way it works with elections, etc. If in a domain environment, then the
Master Browser must be a slower machine or overloaded with services for it
to respond, and so the workstation would send out an election packet saying
it wants to become the Master, only to get shot down by the DC holding the
PDC Emulator Role. In NT4 that was the PDC. In W2k and W2k3, it's normally
the DC that holds the PDC Emulator Role. In a non-domain, then the strongest
machine in relation to OS and role will win (a server will win over a
workstation, an NT4 workstation will win over Win9x, etc).

If you want to turn it off on a workstation or server, see this article.
Keep in mind it says it's for NT4, but the same exact registry settings
apply for W2k.
