While trying to start the Kerberos Key Distribution Center services the
following error occurred:

The Kerberos Key Distribution Center service terminated with the following
error:
The security account manager (SAM) or local security authority (LSA) server
was in the wrong state to perform the security operation.

i tried to find out a solution in TechNet but the only advise was to replace
a file " Rsaenh.dll" by another version related to SP2 file
Ver."5.00.2195.2228" and size of " 133,904 bytes". It doesn't work it all
and error still existing.

How can i overcome this issue to enable communication between server and
DC.

My server's operating system: Win Advance server 2000
Service Pack: 4

If the server you are trying this on is indeed a domain controller [only domain
controllers can be KDC] look in Event Viewer for any related errors and run first
netdiag and then dcdiag on it looking for failed tests/errors/warnings that may help
diagnose the problem. You can use the /v switch for detailed test results on a
netdiag test as in [ netdiag /test:kerberos /v ]. If you find errors in Event Viewer
go to http://www.eventid.net to search for the error and be sure to enter the number
AND source. --Steve
