I changed the packet size per the Microsoft KB and still can't access the
drive from the machine it resides on. What else besides packet size can
cause this error?

The server's configuration parameter "irpstacksize" is too small for the
server to use a local device. Please increase the value of this parameter.

Did you used the removal tools?.
What happen if you increased the size to 15 or set it to (0) zero?.
You can backup this key and delete the IrpStackSize from the sub-folder
Parameters and reboot your machine, does it help?.

Try to run disk cleanup and Defrag in safe mode then run this command:
sfc /scannow

Removal Tools YES
IrpStackSize was not there. I needed to create it. I set it to 15.
Rebooted no difference.
I will try the sfc /scannow tomorrow.

This is a USB drive. The local C drive is accessable from the machine. The
D drive is not.
