Event ID 1704 "NOT IN AD"

Has anyone seen this event "Security policy in the Group
policy objects has been applied successfully" while not
being in a AD envirement on their XP machines?...

How and why would group policies be applied if the
machine is not in a AD?

FYI: couldnt find event ID 1704 in the MSKB

By running the "group Policy" Management Console snap in.

Start>run>mmc>enter>file>add remove snap in>add select "group policy" press
add>finish>cancel
