Event ID 1517 after install of XP Service Pack 2 on CLEANinstall

I started seeing Event ID 1517 on several of my computers running
Windows XP SP2. This warning/event was not being logged before the
install of Service Pack 2.

This is not just an annoyance. This problem prevents my user's roaming
profile from updating to the server.

Event ID 1517:

Windows saved user DOMAIN\username registry while an application or
service was still using the registry during log off. The memory used
by the user's registry has not been freed. The registry will be
unloaded when it is no longer in use.

This is often caused by services running as a user account, try
configuring the services to run in either the LocalService or
NetworkService account.

I download uphclean from Microsoft which reports svchost is the cause.

So I wiped out a computer and did a fresh install of just Windows XP
with SP1. The computer ran fine, no Event ID 1517.

Then I installed XP Service Pack 2, and sure enough, the warning came
back

Any ideas?

That's a bunch of BS that it's by design.

It prevents the user's profile from unloading. So any changes that
take place on the machine never make it back to the server.

My scenario:

User Bob logs on to the network with his laptop and saves a file to
the desktop, deletes some Internet Favorites, and changes his default
printer. Then he logs off for the day.

User Bob comes in the next day and instead of unpacking and docking
his laptop, he sits down at a super-fast desktop and logs on... no
file on the desktop, the Internet favorites he deleted are back, and
his default printer is incorrect.

.... all because his profile on the laptop never unloaded to the
server.

Multiply this "feature" by 20 or 30 users.
