I have already spent hours researching the solution of this, however
99% or articles that I've found suggested me to do something about the
ASPNET account. This box is a Windows 2000 domain controller, so
there is no local account that I can tweak.

I applied all solutions that I've found that has nothing specificaly
to do with the ASPNET account. But none of them helped. I have
already tried the following things:

(A)
Assign special permisson for the IWAN_{servername} and
IUSR_{servername} into thhoem directory of WSUS website

(B)
Adding the logged on user and IWAN. IUSR accounts into the WSUS
Administrators groups under the domain

(C)
cd c:\winnt\microsoft.net\framework\v1.1.4322
aspnet_regiis -i
iisreset
