event 1000 - everywhere, like the plague!!!

all machines (that I've looked at) in the organization are
regularly getting event 1000 in application log. Cannot
access ...registry.pol with a 5.

I enabled userenv debug logging, and found the following
few lines in the debug log. Anyone have any hints as to
the problem I'm experiencing?

USERENV(d4.2d0) 08:47:01:534 ParseRegistryFile: Entering
with <C:\WINNT\System32\GroupPolicy\Machine\registry.pol>.

USERENV(d4.2d0) 08:47:01:534 SetRegistryValue: EFSBlob was
set successfully

USERENV(d4.2d0) 08:47:01:544 SetRegistryValue: Blob was
set successfully

USERENV(d4.2d0) 08:47:01:544 ParseRegistryFile: Leaving.

USERENV(d4.2d0) 08:47:01:544 ParseRegistryFile: Entering
with <\\my.domain\sysvol\my.domain\Policies\{31B2F340-016D-
11D2-945F-00C04FB984F9}\Machine\registry.pol>.

USERENV(d4.2d0) 08:47:01:564 ParseRegistryFile: CreateFile
failed with 5

Error 5 *usually* means some sort of permissions failure.
