even letter spacing for bold fixed font

I frequently use a non-proportional font (Courier), and use BOLD to highlight
portions (words or parts of a word) of text.
I used to be able to set a flag (before word-2000) so that the BOLDed word
within a sentence retained the same spacing that it had before the text was
emboldened and all my columns stayed lined up, but I cannot now find that
flag. Where is it please?

Courier is a screen font (though it may also be a printer resident font).
Word cannot print or display screen fonts and will substitute an alternative
if Courier is used in a document.
Courier New is a truetype font that Word can both display and print.
Courier New and CourierPS (a printer resident font) both appear to occupy
the same horizontal space when emboldened as you would expect from a
monospaced font.
The compatibility options for Word 2007 (I assume you are talking about
2007) are at the bottom of the advanced section of Word Options.

In addition to the Compatibility Options, there is a setting in Word 2007
that another user of a monospaced font found was significant (but only in
screen display, as the text printed correctly regardless of how displayed):
Office Button | Word Options | Advanced: Display: "Optimize character
positioning for layout rather than readability."
