Dan

This is a new problem. All of a sudden I am getting the message that "the
connection to the server has failed. Server: SMTP.*****.com, Protocol: SMTP,
Port 25, Secure (SSL): No, Socket Error: 10060, Error Number: 0x800CCC0E.

I cannot see what is setup incorrectly.

First of all, you are posting to the wrong newsgroup.
This newsgroup is for the Windows Mail program. Windows Live
Mail issues should normally be posted to
microsoft.public.windows.live.mail.desktop.
However, your issue is rather generic, so I'll respond here.

Settings for receiving don't affect sending, and vice versa.

When you got that send error, were you at home, connected to
Mediaone, or were you using a laptop away from home?
If the latter, you are running into a typical blocked port 25
situation, see
http://www.postcastserver.com/help/Port_25_Blocking.aspx

Let us know if you need some workarounds.

Addendum: I just noticed your error says "Secure(SSL): Yes".
That means you have SSL enabled for port 25. It should not be.
However, the port 25 block I mentioned earlier is probably
overriding this second error.

Surely with all these recent messages posted concerning the sending of mail,
the fault is with Windows Mail?
I have been using two computers for the past year, both using windows mail &
both sharing the same email address, and without problems until the past few
weeks. Suddenly both computers are experiencing the same problems - sometimes
receiving messages but unable to send. The following error appears:

The connection to the server has failed. Subject 'KBA Karat Four Colour +
Coater', Account: 'pop.tiscali.co.uk', Server: 'smtp.tiscali.co.uk',
Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10061, Error Number:
0x800CCC0E

I have disabled Norton 360, contacted 'Tiscali' but they say the problem is
with Windows Mail. There is no problem with mail at the Tiscali website.

No recent changes have been made to either of my two computers, and only
sometimes I can receive email via Windows mail.

Any suggestions please?

When you got that error, were you sending from home, and is Tiscali
providing your home connection to the Internet?

If yes, the only other culprit is likely to be your antivirus.
Norton antivirus is among the top three troublemakers for Windows Mail.
Symptoms often don't start until months later.
The only way you can prove or disprove that Norton is the culprit is to
uninstall it, followed by using their debris removal tool:
http://service1.symantec.com/Support/tsgeninfo.nsf/docid/2005033108162039

Another option is to upgrade to Windows Live Mail, which is more
resistant to the adverse effects of aggressive antivirus products:

In any case you must disable any antivirus email scanning, for the reason
explained here:
http://thundercloud.net/infoave/tutorials/email-scanning/index.htm

No, it's not a bug with your email program. Millions of people
are using it without any problems. The complaints you read here
represent only a very small percentage of all users.

Make sure that when you use your laptop at home, it is actually
connecting to the Internet through Mediacom, and not accidentally
through a neighbor's wireless router.

If that is not the issue, the next most likely culprit is your
antivirus program. Which antivirus are you running?
As a minimum, email scanning in the antivirus must be turned off,
although that may not be sufficient to eliminate all bad effects.
In a worst case scenario, your antivirus may need to be uninstalled.

If turning off the email scanning function does not resolve your problem,
consider upgrading to Windows Live Mail, because it is less prone to
suffering bad effects from overly aggressive antivirus programs.

Email scanning in any antivirus must be disabled, for reasons

Regrettably we can not offer support here for non-Microsoft
email clients like IncrediMail. You would have to find an
IncrediMail users forum for that.

There is no obvious reason for why you are unable to send.
The next step would be to do a trial uninstall of any third party
security software. Be sure to reboot after each uninstall.
