Error with the update.inf file

Working with a computer I tried loading a XP Hot Fix
after removing the W32.Welcia worm virus and i get the
following.
"KB823980 Setup Error: Setup could not verify the
integrity of the update.inf. Make sure the Cryptographic
service is running on this computer."

I have ran into this problem many times...is their a way
to correct this error without reloading windows itself.

Setup Error
The <path>\Update.inf file is not correct.
If Cryptographic Services has NOT been started, you will receive this error.
To resolve this problem:
1. Open a CMD prompt.
2. Type net start "Cryptographic Services".
