It doesn't matter at all. Registration is completely unnecessary (it's
activation that's required, and that doesn't ask for your telephone number),
and is solely for Microsoft's marketing purposes.

If I were in your shoes, I'd just forget about it.

Once you register Windows with Microsoft when installing, the phone number
has nothing to do with the system anymore.

Don't confuse it with setting up an ISP connection.

You may be referring to the dialling code you enter during installation.
You can change that via Control Panel > Phone and Modem Options
