Error with Access mdb

When user clicks on a certain database he is getting an
error message "Presently is use by another user." There
is a password that has to be used by users to access the
database. The user has access but continues to get this
message. Can Anyone please help?
 
Check every user trying to get access is opening with shared rights.Access security setup is not global, it is register to the workstation, so also check the passwords have been administrated to each workstation.
