error window screensaver\power settings

I did not get a response in the general group so maybe someone knows how to
fix this here...

I installed the APC software for my ups (last year) and just uninstalled it.
I still get
an error window when I click on the power button in the display
settings\screensaver\power location
this is the error:
exception error c\windows\system32\shell32.dll,control_run dll
powercfg.cpl,,"
Is there a way to fix this?

The only item I have found using google did not work on this sony vaio where
I tried using the cmd prompt and running
.....powercfg /RestoreDefaultPolicies
does anyone know how to fix this error

I'm guessing then that this is something not easily re-installed???
