Error whenever i try to install applications

I get this error:

Internal error 2203 C:\Windows\installer\dedbf.ipi, -2147286960

The file name changes but the error #s do not.

Any ideas

This example is when installing Norton SystemWorks and it says it is
installing the micorsoft shared library installer.
