Error when opening 'Add and Remove Programs' in Control Panel

I receive the error:

"Internet explorer cannot open Internet site
res://sp3res.dll/default.hta

The system cannot file the file specified. "

This error occurs when I try to open the 'Add and Remove
Programs' in the Control Panel.

PLEASE HELP....

This appears to be a known issue for which there is a patch. Take a look
