Error when creating a user account

Can someone please help me out with the following error message:

Windows cannot validate the uniqueness of this proposed user name with a
catalog server because:
The server is not operational.
Windows will create this user account, but the user can log on only after
the user is verified to be unique. For further assistance, contact your
system administrator.
 
Users created thru the AD Users and Computers are checked for
uniqueness against a Global Catalog.

It seems you are either having some DNS issues or all of your GCs are down
