error starting programme message

I have just downloaded the SP4 security patch for my
Windows ME and got the following message
The SP4express-en.exe file is linked to missing export
NTDLL.Dll:strstr
Anyone know what this means?
 
If you have ME, you don't need the SP4 security patch. Just startup Windows
Update in Internet Explorer, and install the critical updates.
