Error: Source is outside the intranet or secure zone

I get the error message in the subject whenever I open an access database
from a shortcut I put on the desktop. However, if I open access first and
then open the database it works.

I uninstalled access and then re-installed it and had the same problem and
then additionally it will not open this database at all. I have no issues
accessing the network with any other application.

Anyone seen this before.
