Error: "Setup cannot create the folder windows\system32\config" during win98 to win2k upgrade

I receive this error and when I go into the dos prompt to try and manually create this directory, I get a "bad command file" error. I can create any other directories w/out any problems such as "1config" or "test". Any ideas? I have a lot of data that I don't want to lose by doing a new install.

What you report is not possible: When you type the command

md windows\system32\config

then you may get some error message but never "bad command
file". Please quote the exact error message.

Note that while an upgrade from Win9x to Win2000 is possible,
it is not recommended. You are likely to get some weird and
wonderful problems that you would avoid if you did a clean
installation.
