Cannot fix error message:missing winnt\system32\config\systemced

[Desperate Debra]

I don't know what happen to my laptop. I keep getting
windows could not start because the following file is
missing winnt\system32\config\systemced. I put in
windows 2000 cd to reload, but it doesn't start setup nor
is there a way for me to manually start setup. Any ideas?
