Eliminate any scumware.
CAUTION!!!!! Before you try to remove spyware using any of these programs ,
download a copy of LSPFIX from any of the following sites:
http://www.cexx.org/lspfix.htm
http://www.spychecker.com/program/winsockxpfix.html
(if your OS is Win2k or XP) The process of removing certain malware may kill
your internet connection. If this should occur, this program, LSPFIX, will
enable you to regain your connection.

See
Dealing with Unwanted Malware, Parasites, Toolbars and Search Engines
http://mvps.org/winhelp2002/unwanted.htm

Note that AdAware and SpyBot S & D will each catch some things the other
won't. Also, each needs to be updated with the program's update function
before every use, even when just downloaded. There's also a lot more to do
than just those two programs. CWShredder is also available here:

**Post your HijackThis log to
http://forums.spywareinfo.com/ or the Spyware forum at
http://forum.aumha.org/ for expert analysis, not here.**
Alternative download pages for Ad-Aware, Spybot, HijackThis and CWShredder
may be found on this page:

well, the 'blah, blah blah, part is the most telling aspect of the error
message. There are multiple reasons why this error could be happening, and
the blah, blah, blah part might have the information needed to solve this.

Does this really happen every time you connect to IE? If not, when you are
connected, try this.
First, turn on your error reporting. This will send a report to MS, and, if
luck, and the Irish elves are on your side, you will be brought to a page
with a possible solution.
To turn error reporting on, do the following,
Click Start>right click My Computer>properties>advance tab, select error
reporting, enable all error reporting, then, hit okay, which will bring you
back to that advance tab page. Hit 'settings' and place a check next to
'write an event to the system log'

Now, to check the error logs, go to Start>control panel>administrative
tools>event viewer, and look for anything that has a red circle...meaning an
error...jot down the entire message, including any error code, or number.
and post back with those results.

Post back with that information -

Most likely you have arrived at this situation because of one or more of the following reasons:

1. You do not have the XP Internet Connection Firewall or third-party firewall enabled
2. You have not kept up with XP critical updates and Service Packs
3. You do not have a functioning updated Anti Virus program
4. You do not have a functioning updated Anti Spyware program
5. You have a habit of installing any and all junk programs from the Internet
6. You have a habit of using inherently dangerous file sharing programs like KAZAA, IMESH, etc.

The fact is, the Internet is full of all kinds of dangerous malwares (worms, viruses, spywares, extortionware, etc)
The fact is, over the years, all sorts of security issues have been discovered with XP and Internet Explorer
If you are going to use XP and Internet Explorer then it is imperative to educate yourself concerning all aspects of secure computing.
