Error Renaming File or Folder

In the last week, when I try to rename a folder, I
receive this error message:

Error Renaming File or Folder
Cannot rename "folder name" It is being used by another
person or program.
Close any programs that might be using the file and try
again.

or this message when trying to delet a folder or file:

Error Deleting File or Folder
Cannot delete Blackrock Phase 3 & 4: It is being used by
another person or program.
Close any program that might be using the file and try
again.

I get these messages even when there are no programs open
except the windows explorer. The only thing I have been
able to do is restart my computer. Then windows will
allow me to change folder names for a minuet to two (or
delete them), but each restart is gives me the error
messages sooner and sooner.

My computer is up to date on all Windows Updates and has
current drivers(checked drivers about three weeks ago).

Boot the computer into Safe Mode. This will eliminate a program that's
running at Startup as the culprit.
