Error! Please Help

When I try accessing my Excel program I get this error.
Error 1311.Source file not found:C:MSO Cache/All
Users\90000409-6000-11d3-8CFE-0150048383C9\E2561412.CAB.
Fatal Error during installation.

What does this mean and how shall I fix it?????

Try technet at microsoft,select,troubleshooting and support,locate the
event/error help,run the online utility.Entering just a small amount of youre
info should get you specific results as to fixing the problem.

That cab file appears to have not been copied over during the install of
Office. Reinstalling Office should fix this problem.
