Error opening the GPO

the setup is 4 sites, each with their own DC configured with DNS and all are
Global Cataloge servers.
Today, we noticed that when we tried to edit a GPO, we could only do it if
we set a certain server as the PDC/Infrastructure server. Set any of the
others, and it complains that the DC responcible for the GPO was not
available.

MS show the error as either tcpip helper needs starting, and /or File Print
sharing not enabled. This is not the case so something else is up.

No clients have any issues, all log in just fine

The Domain is a mixed mode, with some NT4 bdc still running, also we have
one w2k TS

I just tried the w2k admin tools, and that can load and edit the GPO with no
errors at all
