Error opening internet options.

When I try to open internet options in internet explorer,
it says "this operation has been canceled due to
restrictions in effect on this computer." I haven't
changed any of the user setting or restricted access. It
allowed me to access it yesterday. I tried restarting my
computer and it still has the same problem.

Any help would be appreciated.
