Error opening htm files

Machine has WXPPro SP1, all updates installed. Machine is
stable. Problem just started. Use IE6; other browsers also
installed include Netscape, Mozilla, Opera. The file
associations are the default for IE to open htm and html
files.

If I click on an icon in My Computer or elsewhere that
points to an htm (or html) file located on the hard drive,
I get an error message "There was a problem sending the
command to the Program." If I click on an icon that is a
shortcut to an htm (or html) file on a web server, it
opens in IE just fine. IE itself works OK.

Suggestions welcome!

If the problem just started, I would use System Restore to
fix the issue. Start>All Program>Accessories>System
Tools>System Restore. Restore to a date and time you know
the system was working as it should.
