Error Opening Excel from Windows Explorer

When trying to open the file from Windows Explorer I get
error message

" cannot find the file filename.xls ( or one of its
components). Make sure the path and the file name are
correct and that all required libraries are available.

The Operating system is Windows 98 and has Office XP
loaded on it.

I ran the command excel /unregserver and excel /regserver.
I also Office package, turned the computer on and
installed the Office package. No Luck.
 
Did you try this also

Tools>Options>General uncheck "Ignore other Applications"
Exit Excel and try again
