Error Opening Access File

I have an access file that was turned over to me in a bad
state. When I try to open the file I get the following
error.

"The Microsoft JET database engine stopped the process
because you and another user are attempting to change the
same data at the same time"

I have read some Microsoft articles and tried
the "compact and repair" option in Access 2003 but it
returns the same error without trying the repair. I have
a couple of week old backup but would like to try to
recover the current version if at all possible.

Any advice would be greately appreciated.

Something that has worked for me in the past is to create a new blank
database and then import everything from the old database into the new. It
seems to clear out the gremlins.
