There is a test page here, for Shockwave and Flash player. The bottom
window is for the Flash player test.

http://www.adobe.com/shockwave/welcome/

Holding your mouse, over the Flash player window, shows
the version number installed. You'll also hear a sound effect
while the simple animation plays in the window. So that
tells you some basic functions work.

If you want to install the latest software, there are standalone
packages for that. The standalone installer, doesn't work exactly
the same as their web installer - some people have problems with
the web installer version (but it would be a smaller download
with the web installer).

http://www.adobe.com/support/flashplayer/downloads.html

This would be a current download.

http://download.macromedia.com/pub/flashplayer/updaters/10/flash_player_update2_flash10.zip

Out of that download, there are three files of interest. (This info
is from the last time I did this, and the structure inside the ZIP
may be different now. So this is to illustrate the basic idea.)

Players\Release\Install Flash Player 10 ActiveX.exe # Install Flash For IE.
Players\Release\Install Flash Player 10 Plugin.exe # Install Flash for Firefox.
Players\Release\FlashPlayer.exe # Standalone player app.

There are three installers. If you want Flash available while using IE,
use the first one (ActiveX).

If you want Flash to work in Firefox (or some other "Netscape"
based browser), use the second one.

The third one is a movie player application for standalone content.
I only tried it once, just to see if it worked.

The other tool you might want, is the Flash Player uninstaller. You
could use this first, to remove the broken version. Then, use the
standalone installer above, to put Flash back.

Adobe Flash Uninstaller

The problem could easily be with IE itself, like a security setting
or some recent security patch or the like. But try a reinstall first,
just for fun.

You could also try cleaning out your temporary folders, just in case
there is some file hijacking IE. When I have trouble with files that
refuse to delete, I "clean house" by booting my Linux LiveCD, as then
WinXP is not in a position to complain about anything I might do.
