Error missing or corrupt <Windows root>\system32\hal.dll

I get the message when trying the boot my computer under XP. I just upgraded from Windows 98 to XP. I don't remember downloading any software that could have caused this problem. Any ideas?

You’ll probably need to expand the file from the CD.
Type this command:
expand d:\i386\hal.dl_ (substitute “d†for the letter of your CD drive)
c:\windows\system32\hal.dll.
Substitute d: for the drive letter of your CD.
Once the file is expanded exit the Recovery Console and restart the
computer.
