error messages

whenever i try to install publisher from cd, get error
message stating that windows installer was not installed
properly or that i am operating in safe mode.
I know that I am not operating in safe mode, also when I
try to open up Publihser 2000, it says that windows is low
on memory, and that i should close all other programs
before using. I do not have any programs open when I am
doing so.
I am operating on Windows 2000.

You may check your virtual memry setting, make it bigger, at least
200-300MB.
Also you should downoad InstMsiW.exe from internet to upgrade windows
instaler service. if these not work, check virus.
