Automatic Compacting in Outlook Express was changed in 2006 before the
introduction of the Windows XP SP3 update. It was , however, an optional
update. (

update for Outlook Express was included within the Windows XP SP3 update
so that would explain why you are now experiencing the changed way of
compacting.

How to compact mail folders manually
After you install this update, the counter in Outlook Express is reset
when you compact your mail folders manually. Mail folders will not be
compacted automatically until Outlook Express has been closed 100 times.
If you have many e-mail items, regularly compact the database manually
to help prevent data loss.
To compact mail folders manually, use one of the following methods: .On
the File menu, point to Folder, and then click Compact or Compact All
Folders.
..On the Tools menu, click Options. Click the Maintenance tab, click
Clean Up Now, and then click Compact.
You should empty your Recycle Bin after compacting.
The system contains a Counter in the Registry, which updates every time
you open Outlook Express. You must be doing something else , which is
updating the counter. Users have tried tinkering with the counter but
for those using Outlook Express the simplest way to prevent intrusions
when you do not want them, is to manually compact before the counter
gets to 100. I do this weekly but this probably is more frequent than is
absolutely necessary. Compacting does have a beneficial impact on system
performance, especially if there is limited free disk space.
