dlcctime.exe has to do with some Lexmark or Dell 964 printer software.
Do you have one of those? Are you getting any error messages when you
start up the computer?

Yes a Dell printer and yes it is just after I log on.

Hello again Brock

If you've had the printer a while, try getting the latest drivers and
software from the Dell website. I think dlcctime is part of the
printer's ink management system.
