Error Message

I got a message on my Compaq PC that said my fans were not working. I shut
the computer down and waited ten minutes to reboot. Now the fans will not
come on or the hard drive does not start. I have no voltage coming out of
the power supply. The power supply does not have a fuse. Am I right to assume
the power supply is no good? Thanks for your help. Connie
