That means that your computer (STN999) is trying to become the master
browser for the workgroup named CAMPUS, and another computer on the
network, with IP address 192.168.0.251, is preventing it. That other
computer probably thinks that it's the master browser.

If this is a one-time problem, ignore it. If the problem keeps
happening, disable the Computer Browser service on your computer.
