Error Message: XML library is missing

My accounting program The American Contractor v 7.0a by Maxwell Systems pops
up the error message "XML Library is missing" when I try to start it up.
This happens on workstation A only, and it started doing it from one day to
the next. Workstation B works fine, so does the server. Somehow workstation
A, running Win XP SP1, lost the library. How do I get it back?
I tried the software provider and Microsoft help, without any luck.
