Error Message <windowsroot>\system32\hal.dll

Started computer today and this error message
<windowsroot>\system32\hal.dll came on and my computer
will not do anything.....please help
 
What was the last thing you did to the machine? Any updates or service
packs installed? Any new hardware or software?
