Error message windows installer cannot update

I am trying to install office 2000 on my windows 2000 pro
O/S. After you enter in the key code and the installation
starts I get an error message that reads. Error 1933
windows installer service cannot update one or more
protected windows files. I have SP4 installed on the
system. Any help would be appriciated.

Install it from control panel, add/remove program.
