error message upon opening Outlook 2003

Since a modem went down with consequent dislocations, each time I open
Outlook 2003 I get this:
"The data file Personal Folders was not closed properly. This file is being
checked for problems.
Then I must wait from 30-180 seconds for that box to go away. I don't close
Outlook any differently than ever before. What's going on?

yam

copy the pst file to desktop ,
search for scanpst and repair the data
create a new profile and import the data back
