Error message running Recovery Console

Hello;
I attempted to run Windows XP Pro Recovery Console and I got the following
error message: "Windows could not start because the following file is
missing or corrupt<Windows root> \system32\hal.dll. Please re-install a copy
of the above file".
I have the XP Pro CD. How do I go about this task? Thanks.
