error message regarding creation of subwebs. Please help!

Hello--I'm brand new to Frontpage (2003) and have not yet really done anything with it . I've been working through my "Absolute Beginners Guide" and have gotten only so far as to learn to create a new website (without actually putting anything in it). I did this once and then, when I tried to do it a second time, when I got to the "Web Site Templates" dialog box and choose "One page site" I got the following error message:

"Unable to process request. Subwebs have been crated since you last accessed this web. Refresh your view and try again."

After trying everything I could think of to make this stop happening and then poking around the extraordinarily unhelpful Microsoft website for 2 hours, I find myself here. I'm kind of at the end of my rope since I can't proceed at all with this program. Can anyone offer any advice?

It may not hurt to reboot into safe mode and try to open FP and repair and
reboot into normal mode

What is your OS?
 
Where are you starting from?
Open FP
- do you have a page or web site already open?
If you have a web site open when you try it, run a Tools Recalculate Hyperlinks
- or File Close Site then try it to make a new web site
If you have no web site open yet, you should not get any error
