Error message - no more connections at this time

Can anyone help with an error message " no more
connections can be made at this time" which keeps that
computer from accessing the server database. we are useing
windows 2000 server,it will come up at different times.

Rebooting the server seems to solve it. we have 16 remote
computers and networked printers and licensing for 20

Stop and disable the License logging service. It doesn't work right. Keep
track of licenses manually as if in per seat mode.
