Error Message Issue (sorry if this is in the wrong place)

When ever I try to open a program, i get the following error message:
"This file does not have a program associated with it for
performing this action. Create and association in the Folder
Options control panel"
This issue came up with: MS Word, AIM, Spybot, the Windows Firewall and Date
& Time (with the Control Panel for the last two)

I tried to what the error message instructs, but it won't let me open it.

I reccently deleted a bunch of old files, so i thought maybe i deleted
somthing important. But i restored my entire Recycle Bin, so I don't know. If
it's a virus, I tried to delete it with Panda, which I could only get to open
when a box poped up in the corner (the program itself wouldn't open on teh
desktop or in the start menu.)

I would appricate any help! Thanks!

I think it's the Sircam virus or one of those viruses that, when
deleted, won't let certain files to open because of an entry in the
Registry. Try checking the Knowledge Base.
