I have in the last two days reinstalled Windows XP after uninstalling
Service Pack 2.

When booting up I see on scrren somthing saying to the effect that

IPMON32.EXE cannot be run, etc.

What is IPMON32.EXE? Do I need it? Should I delete the file? Should
I search for a clean copy of it and re-install?

Any info on this welcomed!

Google Is Your Friend:
http://www.liutilities.com/products/wintaskspro/processlibrary/ipmon32/

Go to Start>Run and type (without quotes) "msconfig" [Enter]. Look on
the Startup tab and find Ipmon32's entry and uncheck the box next to
its name. Apply and OK out. You don't need to restart right then, but
the next time you do you'll get a dialog box saying you've used the
System Configuration Utility. Just check the box that says in effect,
"don't bother me with this again".

What it is: Verizon snoop/fix tool.
Why it can't start - SP2 blocking it?
Don't care - Just run MSCONFIG and ask it to stop loading anyway.

note to Malke & Eric: thank you for your swift replies to my query. I did as
suggested & unchecked IPMON32.EXE in the startup menu. best, Aaron
