Error message. Can't recieve email Started 5 days ago

I keep getting this error message: Account: 'Mail', Server:
'mail.wavecable.com', Protocol: POP3, Server Response: '.', Port: 110,
Secure(SSL): No, Error Number: 0x800CCC18
I called wavecable and they did a test and their server is working fine. I
can get my mail from their main server. I called Toshiba and they did a
system restore and that did not fix the problem either. I tried to contact
Microsoft, but they were closed. Just wondering if anyone else is having the
same problem. If so, have you fixed it and if so how did you do it.
 
I logged on last nite and all my messages had been deleted and I can't rec or
send on Outlook Express since that time..What is going on ? Anyone know what
I can do to get my email back? Thanks much,

These instructions were written for Outlook Express, but should also work
under Windows Mail if they don't call for the HTTP protocol.

Also, check what programs you have installed. If one of them if Google
Toolbar, uninstall it, since it causes problems in Windows Mail.

Some programs with SMS in the name can also do this. If you have
such a program, tell us its name.

Some security programs, such as antivirus programs, antispyware
programs, and firewall programs, can also cause problems in Windows
Mail. What if any such programs do you have?
 
Outlook Express won't run under Vista. You're likely to get more useful
answers for Outlook Express problems in a newsgroup meant for
Outlook Express discussions, such as:

microsoft.public.windows.inetexplorer.ie6_outlookexpress

Mention which version of Outlook Express you are running and under
what version of Windows, in case it matters.
 
Thanks for the insight. I tried everything that was suggested, but nothing
helped. How frustrating! Is there a way to use Outlook Express instead fo
Windows mail? I think that this might be my best answer.

0x800CCC18 SICILY_LOGON_FAILED Logon attempt failed.
This would lead me to suspect that either your username or your password is
incorrect. The username should all be lowercase but the password is case
sensitive, meaning that capitals and lower case must be used correctly.
