Error Launching Excel fild from Windows Explorer

I am recieving an error message when attempting to launch an excel file from Windows Explorer. The message reads "The Windows Installer failed to install the program associated with this file. Please contact your system administrator".
I can access the file when I launch excel and select file/Open.

I just installed an ethernet card and changed the settings under "Network" / "Identification". I changed the "Workgroup name" and the "Computer Description".

Any suggestions to help resolve this problem would be greatly appreciated
