error installing new hardware device

I trie to install a new hardware device (in this case a pnp wifi PCMCIA card).
The 'found hardware wizard' starts when I plug in the device. But then I get
the error message 'An error occurred during the installation of the device'.
The system cannot find the file specified'.
Any idea what could cause this error? I don't think it's specific for this
hardware. I get the same error when I trie to add another type of wifi-device.
As far as I can see in the registry, the files are copied correctly, the
services are defined. But the registry entries are not added.
In the setupapi.log, I find the following entries:

What do you see in device manager? Can you manually load the drivers? Either
from the CD or downloading the latest ones from the hw mfr's website?

I don't see the device in the device manager.
The 'found new hardware wizard' starts as soon as I plug in the device, but
gives the 'file not found' error. When I click 'finish' to end the 'found new
hardware wizard', it restarts automatically. This goes on untill I unplug the
device.
So, the device is not visible in the device manager.

I also tried to load the drivers manually using the 'Add hardware wizard'
(is there an other way?), but with the same result.

I guess there is some problem with one of the system files (which one?) that
are used during the installation of the driver, not with the driver files.

Hit cancel on the wizard. Open device manager, scan for new hardware. Does
it launch the wizard then? Can you specify the location of the driver you
wish to install?

I cannot hit 'cancel' in the 'found new hardware wizard'. It ends too
quickly. All I can do, is hit 'Finish', and then it starts over again.
If I leave the 'found new hardware wizard' open, go to the device manager, I
see the device with a yellow mark. In the properties window I get the
following message:

The drivers for this device are not installed. (Code 28)
To reinstall the drivers for this device, click Reinstall Driver.

When I reinstall the driver, I can specify the location (on cd-rom). Finally
I get the same result (An error occurred during the installation of the
device: The system cannot find the file specified).
