Error Installing .net Framework on Laptop

I just received my HP zd7000 laptop and when I try to
install the .net Framework I receive an error message in
the dotNetErrorLog "Microsoft .net Framework Servie Pack
2: [2] Error code 1642 for this component means 'The
Upgrade patch cannot be installed by the windows Installer
service because the program to be upgraded may be missing,
or the upgrade patch may update a different version of the
program. Verify tht athe program to be upgraded exists on
your computer and that you have the correct upgrade patch."

Using the CD ROM's provided by HP for the zd7000 laptop,
I've done a clean install of Windows XP Professional,
Reloaded the zd7000 drivers, Installed IIS, and updated
the OS with the latest patches. The installation of
the .net Framework generates the above error.

I've tried different way of installing like not reloading
the zd7000 drivers, not updating the latest patches, and
using my MSDN copy of Windows XP Professional. Same error.
HP tells me it's a Microsoft problem not an HP problem.
