error installing file services for mac

I'm setting up a new 2000 server. SP3
Trying to install FSM and get error:
"An error occurred which prevented the file services for Macintosh from
being installed or removed. The error is 0x80070005."
The only option is 'OK'. Then I get a "Successfully Completed" message??
The info at MS support is not helpful. Any ideas how to get past this?

Hi David!

This message can occur for a variety of service installations and not just
for Macintosh services.

I did some searching, but found only one idea. Is your server's network
working properly? At minimum, you'll need a working network card and
preferably it is connected to a live network.

If your server's a domain member, it should be able to communicate with the
other domain members.

Have you checked your Event Logs for any messages that may give a clue?

This server is the domain controller. There are 27 PC's on it now.
I found no clues to the problem in the event logs.

I'm thinking of disabling the built-in NIC and installing the 3COM NIC from
the old server.
